Pearl Harbor was an Inside Job

I remember reading once that Japan didn't want to attack Pearl Harbor. Roosevelt ordered to conduct skirmishes against Japan so that Japan would attack Pearl Harbor. At that time, he was about to leave presidency. However, when Pearl Harbor got struck, Roosevelt promised the people payback.

In other words, he used Pearl Harbor as an exuse to remain in his place.
